Course Overview
In this course participants will be provided an introduction to the government procurement function from the development of a need to the acquisition of goods and services. The course will also cover the fundamental things to know about the procurement process for public agencies. This course will cover the basics of contracts, the impact of guiding regulations, the essential elements of a procurement policy and the concepts of fair and reasonable determinations.Ìý

Kimberly has over 20 years’ experience with FTA’s procurement policies and regulatory requirements, including the Federal Acquisition Regulation (FAR). Ìý For seven years, Kimberly served as the Federal Transit Administration (FTA’s) Director of Policy Review and Development in charge of implementing policies impacting FTA’s grant programs. One of her roles was to assist in updating FTA’s guidance for the Third Party Contracting Circular and Best Practices Procurement Manual. ÌýShe also served as the FTA’s contracting officers’ representative for FTA’s contracts and cooperative agreements. Prior to joining FTA, Kimberly worked at the California Department of Transportation (Caltrans) as the Chief of Federal and State Transit Grants. ÌýShe was primarily in charge of implementing FTA’s requirements for capital and operating projects. She and her team also worked alongside the Department of General Services to deliver the California State Vehicle Contract for the procurement of small, medium, and large buses funded by FTA grants. During her tenure at Caltrans, she conducted regular training workshops and teleconferences on state and federal procurement requirements across California.

Rudy Le Flore has 30 years of experience in government contracts including work as a Buyer, Contracts Administrator, Senior Manager, Contracts Director, Assistant General Manager, and Consultant. Since his consulting career started in 2003, he has drafted or modified procurement policies for the City of Tracy, San Joaquin Regional Transit District, Port of Los Angeles, City of Stockton, Access Services, and SunLine Transit Agency. In addition, he has managed multi-million-dollar construction projects, bus procurements, and procurements of transit operations, legal services, ERP Systems, fuel cell buses, battery-electric buses, and franchise taxi services. He has been named as an expert witness in litigation involving public transportation procurement matters.
